It happened to me with the legendary gator. And if you have done that one mission you know he ain't skurred. I went outside the area and slept a day and came back twice before I got it to trigger. I seriously just think that it's if there is a stranger mission somewhere near by. You may or may not come across it but it's there somewhere.
